Howard Chang
Howard Chang is the Executive Assistant United States Attorney. He previously worked as the Assistant Chief Counsel for the National Aeronautics and Space Administration as well as at a large firm in aerospace finance and space law, engaging in litigation, transactional, regulatory, and policy work for aerospace and space industries. In addition, he worked on white-collar criminal defense, internal corporate investigations, congressional investigations, trial litigation, appellate litigation, and national security matters. Prior to that, he clerked on the United States District Court for the Northern District of Texas and the United States Court of Appeals for the Third Circuit. He holds a B.S. in neuroscience from Baylor University and a J.D. from Georgetown University Law Center.
Howard also serves as an Assistant Coach for the Georgetown University Rugby Football Club. GURFC currently competes in National Collegiate Rugby's Mid-Atlantic Rugby Conference. During his tenure, GURFC won two regional championships, six tournament championships, and three conference championships -- receiving three national tournament bids in the process.
